Besides not having any means to create/destroy any terrain features, I think the reasoning is that it could alter map balance without more features to counteract such a unit.
Otherwise, road building even by military standards is rough and time consuming. Hence why most militaries focus on mobility rather than making the road conform to their units. Just a thought. However, to destroy/rebuild a road is quite another aspect as repairing is a matter of filling in a hole and throwing the mesh they use for instant airfields down.
