It's obvious that a lot of kemco games are "niche" titles, and often when you publish you only pick up the rights for a particular region.
As far as the XBox goes, there is no PAL or NTSC Xbox. Any XBox is capable of displaying both video formats. MS even recommends that let the XBox handle the PAL or NTSC output, though some developers will hard code output as either PAL or NTSC.
The Xboxs sold in different terrortories support region locking (duh), but they also support region free. Maybe for some niche titles it isn't worth translating into 6 EU langauges. But a region free English version is better then nothing.

The funny thing is, most people think there are PAL and NTSC Xboxs and there are not. They are only region locked UNLESS the developer hard codes (and very few games have done this) the video output method.
