Which are the factors taken into account by the map difficulty levels? (Lt, Maj, etc..)I mean...which factors are considered to measure each level of difficulty?

It is up to the person who creates the map to give it a difficulty rating. I believe that the more cities there are on the map, more difficult tranportation routes, more water body divisions, etc will lead to a higher rated difficulty map rating.

Other things are starting funds, country, and allies.
A map that is big with only a few cities and factories makes it harder.
Also I found out that games that most of the cities and airports are at least 3 movement turns away from a capital are really hard if you don't manage your supply lines very well. Since the capital can build new units and usually have at least two cities near so repairs are quicker. Than moving a unit a few turns to a city just to repair. Inverted Japan is a map that is has that design, but the game is not rated too hard since it is really easy to defend your base, it just takes a little work to take the first capital, after that the rest fall much easier.
